Inchiesta arbitri, la linea d’arrivo sembra ormai l’archiviazione. Chi ha davvero tratto vantaggio da questa vicenda?
Per mesi è stata raccontata come una delle inchieste destinate a scuotere il calcio italiano. Una nuova calciopoli! Titoli pesanti, accuse che evocavano scenari inquietanti, il nome dell’Inter costantemente accostato a presunti rapporti privilegiati con il sistema arbitrale. Oggi, però, il quadro che emerge dalla Procura di Milano appare profondamente diverso.
Dopo gli ultimi interrogatori e l’analisi del materiale raccolto dagli investigatori, l’ipotesi che prende sempre più corpo è quella dell’archiviazione. Una conclusione che, naturalmente, spetterà esclusivamente ai magistrati, ma che viene ormai indicata come lo scenario più probabile dalle ricostruzioni giornalistiche degli ultimi giorni.
La vicenda nasce dall’indagine coordinata dal pm Maurizio Ascione, successivamente affiancato dal procuratore aggiunto Paolo Ielo, sulle presunte interferenze nelle designazioni arbitrali operate dall’allora designatore Gianluca Rocchi. L’ipotesi investigativa era quella di una possibile frode sportiva attraverso un sistema di assegnazione degli arbitri, favorevole all’Inter.
Nel corso dei mesi sono finite sotto la lente diverse partite, da Bologna-Inter alla semifinale di Coppa Italia contro il Milan, passando per Inter-Verona fino ad arrivare a Torino-Inter della scorsa stagione. L’impianto accusatorio, però, si è progressivamente indebolito.
Un primo elemento significativo riguarda le cosiddette “bussate” alla sala VAR, inizialmente considerate uno degli aspetti più delicati dell’inchiesta. Secondo quanto emerso dagli ultimi sviluppi, questa parte dell’indagine avrebbe perso consistenza investigativa, tanto da non rappresentare più uno dei pilastri dell’accusa.
Anche il presunto rapporto privilegiato tra Rocchi e l’Inter sembra essersi scontrato con una realtà ben diversa da quella ipotizzata inizialmente. Le intercettazioni analizzate non avrebbero infatti evidenziato contatti diretti tra il designatore e dirigenti nerazzurri. Anzi, uno degli aspetti che emerge con maggiore evidenza è proprio l’assenza di esponenti dell’Inter iscritti nel registro degli indagati, nonostante il club sia stato al centro del racconto mediatico per settimane.
Lo stesso interrogatorio di Rocchi avrebbe contribuito a chiarire il funzionamento delle designazioni arbitrali. Secondo la sua ricostruzione, le valutazioni sugli arbitri rientravano in una prassi consolidata, finalizzata a individuare il direttore di gara ritenuto più adatto a ciascun incontro, non a favorire una determinata società. Una spiegazione che, almeno allo stato attuale, sembra aver trovato riscontri tali da orientare gli inquirenti verso una possibile richiesta di archiviazione.
Resta inevitabilmente una riflessione
L’inchiesta è nata da un’ipotesi investigativa che meritava, come ogni altra, di essere approfondita. Era doveroso verificare se vi fossero elementi tali da configurare un illecito. È il compito della magistratura, ed è giusto che venga svolto senza condizionamenti.
Parallelamente, però, è altrettanto legittimo interrogarsi su quanto accaduto fuori dalle aule giudiziarie.
Per mesi il dibattito pubblico ha spesso dato l’impressione che l’esistenza stessa dell’indagine costituisse già una prova di colpevolezza. Il nome dell’Inter è stato associato con insistenza all’idea di un presunto “sistema”, alimentando sospetti e polemiche ancora prima che venissero accertati i fatti.
Il processo mediatico
Se davvero la vicenda dovesse concludersi con un’archiviazione, sarà inevitabile domandarsi se il processo mediatico non abbia corso molto più velocemente di quello giudiziario.
Parlare di un tentativo deliberato di “incastrare” l’Inter significherebbe attribuire intenzioni che, allo stato, non trovano alcun riscontro negli atti conosciuti. Sarebbe un’affermazione che andrebbe oltre i fatti. È invece corretto osservare come l’impianto accusatorio, così come era stato inizialmente rappresentato, sembri oggi essersi notevolmente ridimensionato e come molte delle ipotesi che avevano monopolizzato il dibattito non abbiano finora trovato conferme investigative.
Nel diritto, come nello sport, esiste un principio che dovrebbe valere sempre: un’indagine serve ad accertare i fatti, non a emettere sentenze anticipate. Se davvero il traguardo sarà l’archiviazione, il calcio italiano dovrà forse interrogarsi non solo su ciò che è accaduto negli uffici della Procura, ma anche su come questa vicenda è stata raccontata all’opinione pubblica.
Referee investigation, the end line now seems to be archiving. Who really benefited from this story?
For months it was described as one of the investigations destined to shake up Italian football. A new calciopoli! Heavy headlines, accusations that evoked disturbing scenarios, the name of Inter constantly linked to alleged privileged relationships with the arbitration system. Today, however, the picture that emerges from the Milan Prosecutor's Office appears profoundly different.
After the last interrogations and the analysis of the material collected by the investigators, the hypothesis that is increasingly taking shape is that of archiving. A conclusion which, naturally, will be up exclusively to the magistrates, but which is now indicated as the most probable scenario by the journalistic reconstructions of the last few days.
The affair arises from the investigation coordinated by prosecutor Maurizio Ascione, subsequently joined by deputy prosecutor Paolo Ielo, into the alleged interference in the arbitral appointments made by the then appointee Gianluca Rocchi. The investigative hypothesis was that of a possible sporting fraud through a referee assignment system, favorable to Inter.
Over the months, several matches have come under the microscope, from Bologna-Inter to the semi-final of the Italian Cup against Milan, through Inter-Verona up to Turin-Inter last season. The accusatory system, however, has progressively weakened.
A first significant element concerns the so-called "knocks" on the VAR room, initially considered one of the most delicate aspects of the investigation. According to what has emerged from the latest developments, this part of the investigation has lost investigative consistency, so much so that it no longer represents one of the pillars of the accusation.
Even the alleged privileged relationship between Rocchi and Inter seems to have collided with a reality very different from that initially hypothesized. The interceptions analyzed did not in fact highlight direct contacts between the designator and Nerazzurri managers. Indeed, one of the aspects that emerges most clearly is the absence of Inter representatives registered in the register of suspects, despite the club having been at the center of the media story for weeks.
Rocchi's own interrogation would have contributed to clarifying the functioning of referee appointments. According to his reconstruction, the evaluations of the referees were part of a consolidated practice, aimed at identifying the match director deemed most suitable for each match, not at favoring a particular club. An explanation which, at least at present, seems to have found sufficient support to direct the investigators towards a possible request for dismissal.
Resta inevitabilmente una riflessione
The investigation was born from an investigative hypothesis that deserved, like any other, to be explored in depth. It was necessary to verify whether there were elements that could constitute an offence. It is the task of the judiciary, and it is right that it be carried out without conditioning.
At the same time, however, it is equally legitimate to question what happened outside the courtroom. For months, the public debate often gave the impression that the very existence of the investigation already constituted proof of guilt. The name of Inter was insistently associated with the idea of an alleged "system", fueling suspicions and controversies even before the facts were ascertained.

If the matter really ends with a dismissal, it will be inevitable to ask ourselves whether the media process did not proceed much faster than the judicial one. Talking about a deliberate attempt to "frame" Inter would mean attributing intentions which, at present, find no confirmation in the known documents. It would be a statement that would go beyond the facts. However, it is correct to observe how the accusatory system, as it was initially represented, now seems to have been significantly reduced and how many of the hypotheses that had monopolized the debate have not yet found investigative confirmation.
In law, as in sport, there is a principle that should always apply: an investigation serves to ascertain the facts, not to issue early sentences. If the goal is really to be archived, Italian football will perhaps have to ask itself not only about what happened in the prosecutor's office, but also about how this story was told to public opinion.
